Abstract
There are two problems that we will try to elaborate and understand in this paper, which are related to ethics. The problem of ethics in the first place is related to Edward Snowden - his attitude towards the public on the one hand, and towards the CIA and NSA, as an employee's attitude towards the most important security institutions, on the other. The second problem is related to the actions and activities of these organizations, led by the US Government, towards all citizens and the public in general, which they, without consent or their consent, followed or intended to follow. So, everything that Snowden discovered and communicated to the public as a "whistleblower". Did this violate basic human rights defined in the 18th century after the French Civil Revolution? For this reason, due to the openness of the issue that there is a possibility of violation of fundamental human rights and freedoms, which are based on this declaration, but also many others that followed, in the first part you will notice considerations related to ethics and morale in U.S. institutions, such as the NSA or the CIA. What is equally important for both institutions and what connects them, is the common responsibility towards the public, and responsibility is, of course, the greatest act of ethics of any public presentation, no matter what media or content it is.
